Fair Opportunity & Requests for Quotes (RFQs)

In accordance with FAR 16.505(b), all SEWP VI Contract Holders within a given category/group must be provided a fair opportunity to be considered for each order exceeding the micro-purchase threshold, unless a statutory exception applies. NASA's SEWP Quote Request Tool (QRT) is the recommended method to ensure Fair Opportunity compliance.

7-Step SEWP Ordering Process

  1. Define Requirements: The Requiring Activity prepares the Statement of Work (SOW), Performance Work Statement (PWS), or Statement of Objectives (SOO).
  2. Submit RFQ via SEWP QRT: The Contracting Officer submits the Request for Quote (RFQ) through the NASA SEWP Quote Request Tool at www.sewp.nasa.gov.
  3. NASA SEWP Verification: The NASA SEWP Program Management Office (PMO) verifies the RFQ is in scope and distributes it to eligible Category B Contract Holders.
  4. Quote Submission: OpalSoft evaluates the requirements and submits a competitive technical and price proposal through the SEWP portal.
  5. Evaluation & Selection: The Ordering Contracting Officer evaluates responses based on the stated evaluation criteria (Best Value / LPTA) and selects the awardee.
